REthink Development is advancing a 5-story mixed-use community on a 3.5-acre site in downtown San Juan Capistrano, designated in the City’s RHNA Housing Element and located within a Federal Opportunity Zone. Steps from the historic Mission District and surrounded by walkable amenities, the project introduces 272 new homes supported by 12,000 SF of food, beverage, and retail.

Working closely with the long-term family property owner, REthink led the full entitlement and planning strategy—successfully positioning the site within the City’s RHNA Housing Plan, crafting the General Plan Amendment, zoning, and Specific Plan with City leadership, and ultimately securing project-level entitlements. We also sourced and secured a qualified development and capital partner with full GP and LP equity commitment made while guiding long-term tax planning for the family, ensuring both generational value and a viable development path forward.

Designed to complement San Juan’s Spanish-influenced character, the community emphasizes walkability and outdoor living through a network of courtyards, paseos, rooftop decks, and activated neighborhood-serving retail. With 15% affordable units, the project helps the City meet State housing obligations while strengthening the broader downtown district.
